Many bears are leaving the mountains and walking into towns in Japan.
This year, bears have already killed 12 people.
This is double the number from last year, when six people died.
The Environment Ministry called a meeting with other offices.
They want to protect people and stop more attacks.
The ministry will give money to local governments.
These governments can set up special hunter jobs.
The hunters will use guns to catch or shoot bears near homes.
A city in Akita will pay hunters 10,000 yen for each bear.
It will also pay more money to hunters who go to the scene.
